As a former soldier and judo practitioner, Rina Gonoi, a courageous woman fighting for justice on behalf of all women, endured daily physical and verbal sexual abuse during her time in Japan’s Self-Defense Force (JSDF). Determined to hold her tormentors accountable, she reported the abuse to military authorities, but both investigations were dropped due to insufficient evidence.

Undeterred, Rina Gonoi took her fight to social media, defying the norm in a country where sexual assault survivors often face backlash for speaking out. Her refusal to be silenced sparked a comprehensive investigation into sexual harassment within the JSDF, leading to a reopened inquiry that validated her claims of enduring daily physical and verbal sexual harassment between autumn 2020 and August 2021.
This groundbreaking revelation resulted in a rare admission of guilt and a public apology from Japan’s Ministry of Defense. The Chief of Staff of the Ground Self-Defense Forces bowed deeply, expressing profound remorse on behalf of the organization and offering apologies to Gonoi for her prolonged suffering.
Consequently, five servicemen were dishonorably dismissed, and four others faced punishment in December. Gonoi also received personal apologies from several officers. However, she believes that these actions alone are insufficient and has taken her battle to the courts, pursuing both criminal and civil cases against the government and her alleged assailants.
In the criminal case, three of the accused were indicted in March on charges of sexually assaulting Rina Gonoi, but no statements have been issued by the defendants or their lawyers. Public prosecutors have not released information or provided comments regarding the case. In the civil case, four of the five accused individuals have recently denied the allegations, while the fifth admitted to the accusation.
While the state has acknowledged that harassment “cannot be tolerated,” there has been no official response yet regarding Gonoi’s lawsuit. Regardless of the outcome, Gonoi firmly believes that there is a larger battle to fight against the pervasive culture of sexual harassment within the male-dominated military.
